Did you test if the old Notebook and the new Notebook have the same problem?
What browser did you use to open the file?
Did you open the Notebook link or you can find the Notebook in list but cannot open it?
I suggest you clear your OneNote credentials from the Credential Manager. Type Credential Manager in the Windows search box, launch the tool and click on Windows Credentials. Locate your OneNote or Office credentials and click the Remove button.
I also suggest you change the browser and check the result.
