I understand that you are having questions regarding setting up Azure Express Route with your pfSense VM. Is this pfSense VM in your on-premise location?
This reference architecture shows how to connect an on-premises network to virtual networks on Azure, using Azure ExpressRoute.
As shown in the picture, Express Route Circuit connects to the Local Edge Routers on your on-premise location.
Local edge routers: Routers that connect the on-premises network to the circuit managed by the provider. Depending on how your connection is provisioned, you may need to provide the public IP addresses used by the routers.
You may use the pfSense to connect to the circuit if that is your edge router on-premise. I would also suggest you to reach out to reach out to ExpressRoute partners and peering locations for more details on setting up the circuit.
