Which part exactly isn't working? Have you forced a MFA cycle? Have you checked the last MFA processing date?

If this is for Exchange Online, the Deleted items tag is ignored in the default policy, you need to create a custom one.

    Hi Damir,
Only this retention policy doesn’t work or all retention policy doesn’t work?

    1. Please run the following command to check the parameter “RetentionHoldEnabled” and make sure it is set to false.
      Get-Mailbox -Identity <> | fl
    2. Please check whether those mailboxes are in the same database. You could move one of them to another database to validate if the policy works.
    3. Please try to run the following commands to re-create a retention policy in EMS and see if the issue is resolved.
      New-RetentionPolicyTag -Name "<>" -Type <> -AgeLimitForRetention <> -RetentionAction <>
      New-RetentionPolicy "<>" -RetentionPolicyTagLinks "<>"
For more information you could refer to:Retention tags and retention policies in Exchange Server
    4. You could view the events of Messaging records management in Event Viewer and check if there have any related error logs.

    Hi Damir,
Is the retention policy effective after using the command line to create it?
You can also use the following command line to check whether a user has applied a retention policy.

    Get-Mailbox -Identity <> | fl *retention*
