Hi,
We have configured an RSS viewer web part on page in SharePoint 2013 environment. It was working properly until now but it has stopped working and we are getting below message on the page
"The requested RSS feed could not be displayed. Please verify the settings and url for this feed. If this problem persists, please contact your administrator"
When I add the same feed to SharePoint online web part it works there properly.
Could you please help me with this issue.

I suggest you can use some other rss feed url and check to see if it's working in Rss Viewer Web Part.
This sample rss link is woking in my SharePoint 2013 On-Premise Environment:

I tried using other RSS feed url and it is working properly in the web part and I get desired results.
But when I try to use a specific link I get the above mentioned error.
The link that I am trying to use in web part is accessible from both app and WFE servers using browser.

It seems that the issue is related to the specific rss link as the web part is working with other rss links.
I suggest you can regenrate a rss feed link with the link below and test again to see if it's working:

I tried generating feed url from the mentioned link it gives me same url as that I am using and aslo the feed works properly in the test section of the give site.
One more thing that I would like to share is I tried one more test link https://abcnews.go.com/abcnews/usheadlines in my staging environment and it gives me desired results but when I try same link in production environment I get same error.
As far as network settings are considered we have them same for staging and prod environment.

If both of the two environment gave same network settings, then the same feed url should be working for two environment.
I suggest you can check the ULS log for Prod environment if possible to check detailed error information.
