You will likely want to use Cloud Sync or XCP to migrate. Here is a great blog post which highlights the differences between the two as well as steps that can be taken to migrate.
Alternatively you can also use a wide array of free tools to copy data. For NFS, you can use workloads tools such as rsync to copy and synchronize source data into an Azure NetApp Files volume. For SMB, you can use workloads robocopy in the same manner. These tools can also replicate file or folder permissions. Comparison of these is available here.
