Unable to connect to public IP address on Load Balancer

I have created a Load Balancer instance with public IP address on port 10 000, with a backend pool of two VMs running a REST API service on port 10 000, but I am unable to connect to the public IP address of the load balancer on port 10 000 (or any port, for that matter) both outside the VNET and inside. Just to be sure, I've also opened the ports directly on the VMs to all traffic, and I'm able to connect directly to them just fine.

The diagnostic tool in Azure shows no errors on inbound connectivity, and no problems with NSGs blocking health probes, yet I am unable to connect to the load balancer.

I have successfully set up an application gateway with roughly the same configuration, and this works fine, but would like to try load balancer as well.

Any suggestions as to what could be wrong or how I can diagnose this issue further?
