Service: Express route: 200mbps bandwith 118 ms latency.
One-way issue of express route connection, from Windows and Linux in Azure (any versions) to Onprem (any system) TCP bandwidth per session does not exceed 3-7 mbps with increased TCP window (latency 118 ms). And in total over unlimited sessions total TCP bandwidth does not exceed 60 mbps ( over 200mbps the actual service bandwith).
1) From Onprem (any system) to Azure (any system) per session TCP bandwith is 20 mbps, over many sesssions TCP bandwith is 190-200 mbps
2) UDP bandwith in both way is ok - 200 mbps.
3) Over IP VPN same Azure resources no issues with TCP or UDP bandwith

I understand that you are having bandwidth issues between your on-premise and Azure over Express Route circuit only especially when using a Windows VM one-way. To understand the issue better, here are some questions based on your testing:
1) When using Linux, from on-prem to Azure, what is the BW that you are seeing?
2) What do you see for UDP BW from Windows in Azure to on-premise?
3) When you say IP VPN, are you using the Azure S2S VPN? And how much BW do you see then?
4) What is the VM size of the Windows Machine that you are using? Does it have Accelerated Networking enabled? Here are some benefits of Accelerated Networking mentioned here.

1) 180-190 MBPS (in case of Linux VM in Azure)
2) 200 MBPS (in both ways, any VMs)
3) Yes, S2S. 170mbps -200 mbps (in both ways, any VMs)
4) I had used many VM different sizes: Fseries, Dseries, Bseries. I used Accelerated network enabled and w/o. Use experimental settings for AutoTuningLevel of TCP adapter.

2021-11-03T09:09:28.327+00:00 @Alexey Li If the issue is the edge router, it should also effect the Linux VM when TCP traffic is sent.
Can you capture traffic on Azure and on-premise VM when sending TCP traffic and filtering only this specific traffic from start to end? Please share this capture so I can investigate further. I specifically need to see the TCP handshake.
