    Hi Christopher,

Actually there may be several reasons behind it, like antivirus software, corrupted data file, 3rd party add-ins in Outlook, not up-to-date hardware drivers, network-specific factors, missing Office and/or OS updates, etc. Knowing more details would certainly help understand the scope to provide better solutions and suggestions, but this article might still help:

What's type of your account(POP, IMAP, Exchange)?

    The outlook has several emails

Does this issue happen to all your sent emails or only some specific emails? If the issue only happens to some specific emails, please check that if they have anything in common such as attachments, internal receipts or external receipts.

the outgoing mails are delayed yet the outgoing servers are up-to date

What does the "delayed" mean? Messages are stuck in your Outbox or messages can be sent successfully but the receipt will only receive after a long time?
Does the "outgoing servers are up-to date" mentioned here mean it can work fine without any issues on your web mail? If not, it is suggested to send emails from your web mail client and see if the issue has any difference.

As I know, if your issue is about messages are stuck in your Outbox when sending it, please follow the steps below to troubleshoot your issue:

    1. Large attachments may cause issues like this. Please try to remove your attachment and send emails without attachemnts to see if the issue still continues.
    2. A corrupted profile can lead this issue, so please try creating and using a new Outlook profile via Control Panel > Mail > Show profile and see if it works.
    3. Antivirus software and other programs may corrupt files related to Outlook and cause issues like this. Please try exiting the antivirus software and other programs to see if the problem can be resolved.

If that's still uneffective or this is not your case, please provide me with more information to further analyze this problem.

Any update, please feel free to post back.
