Excel appears to be saving the printer settings in files edited by one user. Forcing Secure Print to be default on any shared file within the company.
I have seen and attempted resolutions below but these are for older versions of Office and did not work with O365
I am trying to resolve the issue rather than use a saving work around as files are shared for ease of use and quick access to edit and print as required for business purposes

As Microsoft 365 is version 16.0, have you tried the path in Registry Editor as following?
Computer\HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Excel\Options

I have tried opening that path. It was not originally set so I set it manually and set the options as listed in the instructions. I rebooted the computer after and came to the same issue. Afterwards I was informed that it appears to be impacting the entire organization for 100+ users

If the modification of the registry has a negative impact on the computers in the organization, please restore the original registry settings.
Do you use Share Workbook (Legacy) function to share workbooks on a shared folder? If yes, you may go to Share Workbook > Advanced > Include in personal View, clear Print Settings.
