Have tried the following
Point to note is that OneNote on my surface pro 4 tablet (2017) works completely fine while using the pen (2017 version).
Is this is an issue with Surface Laptop 4 ?
or
Is SL4 not compatible with prior versions of surface pen (2017)?

Tag "office-onenote-client-itpro" focuses more on general issue of OneNote desktop client, and I do not have the same devices as yours to do tests. Thanks for your understanding.
Maybe a certain driver of the device is not compatible with OneNote, which causes this issue.
Currently, I would suggest you go to Event Viewer > Windows Logs > Application, please try to find the error records related to OneNote.
Then it's recommended to copy the General information to share with us.
Besides, please go to `File > Options > Advanced > Locate Pen section, ensuer "Enable automatic handwriting recognition" in unchecked.

I currently have the exact same issue. Searching for days and haven't found a solution yet. I got the Surface Laptop 4, as well. OneNote itself works just fine, but just when i start typing with my pen it freezes. Got everything up to date, newest Windos updates, newest OneNote Version etc... would nice to get a solution for that, since i can not use it quit on the level I want, without the pen.

Same problem with Surface Pro 7.
