CSP Stop me from asking Microsoft Azure Technical Support if I don't pay CSP for higher level service

Hi, all,
Since the Azure account is paid by company, it requires official bills, so we cannot use credit card and pay as you go.
We use CSP to issue bill.
However, whenever we need to ask technical questions, it needs to go through CSP first, and the CSP requires us to buy higher service,
and not willing to relay the technical support question.
We don't ask questions often, this is only the third time in one year, and it's about Microsoft Azure Migrate, not much CSP can help.
