what is the difference between the below two project type and when to use them.
Blank app, Packaged(WinUI3 in desktop using Project reunion)
Blank app, Packaged(WinUI3 in desktop using Windows App SDK)

Project Reunion is the former name of Windows App SDK. The old one still exists should be because of only the developers' reminiscence.

For the sake of safety, yes, use the new one.
From perspective of programming, it does not much mind to use either to see what differences they may/might have, probably something like that new APIs are available in Windows App SDK but not in Project Reunion.
