No, you cannot use the same license, you need to make a purchase of Windows 10 PRO.
If you have devices that are licensed for Windows 7 and 8.1 Professional, Microsoft 365 Business Premium provides an upgrade to Windows 10 Pro. However, this license does not cover Windows 7.1 or 8 Home Edition with Windows 10 Pro.
