Do you mean that the former employer use Intune to manage company devices and assign apps via Company Portal app, and you would like to change the Intune administrator from former employer to new employer? Or you would like to change a device’s primary user from former employer to new employer?
If you would like to change the Intune administrator from former employer to new employer, we have to sign in to the Microsoft Endpoint Manager admin center with administrator permission account, locate to Users-> find former employer account-> click Delete user. Then add new employer with correct permission.
Please make sure the account is either an Intune service administrator, or a tenant administrator with the global administration permission, meanwhile, the account should have been assigned an Intune license.

If you would like to change a device’s primary user, follow the steps:
- Sign in to the Microsoft Endpoint Manager admin center.
- Choose Devices > All devices > choose a device > Properties > Change primary user.
- Select a new user and choose Select.
