No Public IP support in storage explorer

The generated SAS connection string for a storage account using a public IP ,through "Allowed IP Address" option, does not work with Storage explorer. Storage explorer is able to open with private IP address.
The public IP from same region does not work. But, it works with a public IP from different region.

Can you please clarify what you mean that the same region IP doesn't work but an IP from a different region works? Please include a screenshot of the specific error you are receiving. I tested and was able to access my Storage account through Storage Explorer with my SAS token which had restricted access to my public IP. -
