As you said the Developer Edition has all the capabilities of Enterprise Edition, I've also have seen a BizTalk 2016 Developer Edition clustered.

I'm working for a client that wants to have a staging environment that is the same as the production environment, and that means having a clustered BizTalk Server environement.
My question is: Is it possible to install 2020 BizTalk Developer Edition as a cluster?
I know that it is supposed to have all the features of Enterprise Edition, so the clustering should be working?

Yes this is possible, and allowed as long as covered by VS Subscription.
We have a similar setup where our staging environment is a replica of the Production with App and SQL clusters
The Dev & Enterprise versions have all the same features, just that Dev cannot be used in a Production Environment.
