M365 Business Standard to Premium upgrade issue

Hello

Recently we have purchased 20 M365 Business Premium licences from the reseller and have replaced our Business Standard licenses.
So, now we have Business Premium and E1 users.
My account is Business Premium licensed.
We also have received Azure P1.

The issue is that I do not have access to Microsoft Defender, both for Office and Endpoint.

I would like to know if this is "normal" and Microsoft will be fixing this (a new case has been opened) or I needed to do something else, not just replacing users licences
