Target RI's not listing in Azure Advisor

I’m using Azure Advisor to identify suitable machines for Reserved Instances “RI”.
There are scenarios where a recommendation is being made to assign RI’s however when I click into the recommendation, I can see a target quantity of machines but it does not list any machines.
What is the reason for this is for the machines not listing in advisor

    The recommendation is made over a 30 day usage period. Have you resized a number of VMs in the last month so that these recommended sizes are no longer there?
