Per my research - Unfortunately, you will not be able to create data lake analytics account per referenced documentation. The creation of the ADLS Gen 1 is blocked for new subscriptions.
Understand that this is not direct approach, the recommendation would be to proceed with the Azure data lake Gen 2 - and instead of Azure Data lake analytics - recommendation is to make use of alternate framework such as Azure HDInsight, Azure Synapse Analytics or Azure Databricks.

Will my application perform as well on Azure Data Lake Storage Gen2 as it does on
Azure Data Lake Storage Gen1?
Our goal is that the application performance for Azure Data Lake Storage Gen2 will
be as good or better than Azure Data Lake Storage Gen1.
