Issues when moving regions for services related to RD

"The client 'redacted' with object id 'redacted' does not have authorization to perform action 'Microsoft.Resources/links/write' over scope '/subscriptions/redacted/resourceGroups/Server_group/providers/Microsoft.Resources/links/RMS-MoveResource-' or the scope is invalid. If access was recently granted, please refresh your credentials.\n Possible Causes: The Region Move Service client does not have authorization to perform a required action.\n Recommended Action:\n 1. If you are adding resources for first time, this could be due to delay in the role assignment propagation. Please retry the operation in some time.\n 2. To verify whether the roles are assigned correctly:\n Go to your subscription -> Access Control and ensure the system-assigned managed identity which has the name 'movecollection-source-region-target-region' has 'Contributor' and 'User Access Administrator' roles.\n If the issue persists, contact support."

I just started using azure, setup a machine, and noticed that it's hosted in the US, due to potential issues that could be caused by latency I wanted to change regions to Europe West for all the resources relating to it. I have attempted to relog, and have had this issue persisting for a couple of hours. I am unsure what I could do to fix it.

    This looks like you don't have sufficient access privileges to perform the resource move.

    Are you moving the resources within the same subscription. Can you confirm what level of access you have? Do you have an RBAC role assigned to the entire subscription?
