Download a Windows VHD from Azure has a cost?

I would like to know if when downloading a virtual machine or particularly the .VHD disk, does it have a cost even if I use Azure Azure Storage Explorer, or what method do you recommend?

    Yes, it does. Any data that is egressing from Azure over the Internet by any means counts towards your egress bandwidth usage. You received a 5GB allowance per month free of charge and then after that it is charged per GB.
