Can't send email

Good morning sirs,
My Outlook 2019 has an IMAP and an Exchange account. I'm able to receive but not to send.
Mail are blocked into the outbox folder.

Using mobile I have no problem with both.
The mail of test that is automatically sent when you finished to configure the account is correctly sent, the problems start after this step.
What can I do?

    Only one user has this problem or all users have this problem?
    Does your email contain large attachments?
    Please following the steps and see if the issue is resolved.

    1. Please ensure that all services required by the Exchange server are running normally.
    2. Have you tried using OWA to send mail? If not, please try.
    3. Please run Outlook/safe in "Run", start Outlook in safe mode, and then try to send email again. Exclude the possibility of add-in causing this problem.
    4. Please try to re-create a new Outlook profile and then try to send email again.
    5. Please try to migrate users with problems to another new database.
      In addition, have you seen any error message pop-ups or error logs in the Event viewer, if so, please share with us, please remember to hide your personal information.
