Workflows not showing up in sharepoint designer 2013

I can connect to a site and as far as I can tell I can do everything that I need to be able to except edit workflows. The workflows show up in a list as expected, however, when I click to edit the workflow I get the basic start screen.

    What version of SharePoint are you using? SharePoint server or SharePoint online?
