According to the information you provided, I'm afraid it's hard to see what's going on here.
If WBADMIN and server backup service hang, Windows Server backup will be fail.
Disable or uninstall security software temporarily to check.
I consider that you could try to check event log if any error is related to Application crash 1001.
Also for this issue, you might need to look at dump to find out where the hang is. Procdump is a choice.

Server 2019 Essentials Windows Server backup (WBADMIN) hangs
Hi there,
im currently fighting with windows server backup on a 2019 essentials machine
If i try to open the GUI it just stays at "Reading data" and never finishes. Even if i load this with administrative rights it wont progress past the screen "Reading/ Loading Data"
The backups are housed on a USB 3 Harddrive
If i try to administer it via powershell i'm also unable to do anything....
Tried to disable the backups but it just stays at this point after confirming the "are you shure" question with yes.
It's in this state for at least an hour now ...
Is there a way to nuke this program so it doesn't run anymore

2020-08-26T11:30:09.32+00:00 Well.....all of a sudden this program decided that ist now running. It just deactivated the backup....WHY? It didn't want to do that for over 2weeks before ....
