Hi,
Why can't I take the exam for 70-339? If this exam has been retired prematurely what other exam path would you recommend I take? I have 12 years experience working with SharePoint 2003 - SharePoint online.

70-339 is getting retired in Jan-2021 so you should be still able to appear this exam. Certification will be active for 2 years from passing the exam. Unfortunately there is no new replacement exam for this according to this question.
