I have an Hybrid environment in which password hash is enabled with SSO.
When the on-premise server is down I cannot reset a user password in Azure Active Directory.
Please help me out....

When you say you can't reset a user's password in AzureAD, is it because there's no option? Or you're receiving an error when trying to reset passwords within AzureAD? If you'd like user's to reset their own passwords within Azure Active Directory, you can enable Self-Service Password Reset (SSPR). SSPR gives users the ability to change or reset their password, with no administrator or help desk involvement.Please let me know if you have any other questions.

"The current permissions do not allow you to reset this user's password. Please verify your permissions and the user's permissions before trying again."
I just noticed that even if my on-prem server is up i couldn't reset the users passwords. -

Can you confirm your role and the user's role you're trying to reset the password for?Here are the roles that can reset a user's password:
Help Desk Admin - Can reset passwords for non-administrators and Helpdesk Administrators
Password Admin - Can reset passwords for non-administrators and Password administrators.
User Admin - User administrators don't have permission to manage some user properties for users in most administrator roles.Thank you for your time!
