Pending usually means that the policy is being "sent out" to the device, and Intune is waiting for the device to respond. Sometimes this can take a while, but should be done rather instant. For how long has it been pending and is the device on and have internet connectivity?

What I usually do in my lab when testing things is to force the device to sync to Intune, that usually speed things up a bit. I usually do this by pressing sync from the device pane (in Intune go to Devices > All devices > [Find you device] then press sync in the ribbon).

And just as a heads up about the 4th picture. The data is not updating in real time for the graph you are seeing, its more accurate to check the "Device status" or "User status" to see the progress from the configuration profile view depending on how you targeted the policy. I've learned not to put to much trust in it when deploying a new policy/profile for the first few hours.
