Issues are occurring on multiple workflows on different lists . Workflows not working on a site. A simple workflow in a new test list in this site collection seems to also not start automatically - unless started manually. And Emails not getting triggered. This results in "Not Started" "Initiator Anonymous" issue . Works fine on other site collections in the same web application.
All WF services running fine

This issue seems to be wierd and I have not reprodiced it on my server. As it only happens in one site collection, have you checked uls log to see what's wrong with it?
yes , ULS didn't help much. Have raised a case with MS
