Can BMR(using Windows Server 2016 WSB) create a system drive without DPM

Small Company with a single server, Dell PowerEdge T330 with Microsoft Sever 2016. Only use is "File and Storage Services", "Print Services". and "Remote Desktop Services".

Suddenly, system will no longer perform a BMR backup because of VSS error

My immediate goal is to create a duplicate system drive while continuing to troubleshoot VSS error

All research on performing BMR with Server 2016 references DPM, how to install and use. I do not have a DPM. Can anyone confirm if the following procedure will create my 2nd system drive?

  1. Perform a WSB backup (using current system with VSS error) of only "C" and "system State" to current backup drive X
  2. Create a new system drive by performing a new install of Server 2016
  3. Using (new system), perform a WSB recovery of "C and "System State" from external drive X
