I understand that you would like to create a dashboard in Azure to monitor DDoS active attacks and mitigations.
You can create a dashboard with "Metrics chart" tile and edit the metrics to configure DDoS protection telemetry and you will be able to monitor DDoS active attacks and mitigations in the created dashboard.

So, the steps would be as below:
Create a new dashboard and add the "Metrics chart" tile:
OR add a "Metrics chart" tile to your existing dashboard:
Then save the dashboard:
Now, click on "Edit in Metrics":
Select Scope. Select the Subscription that contains the public IP address you want to log, select Public IP Address for Resource type, then select the specific public IP address you want to log metrics for, and then select Apply.
Select the metric as Inbound TCP packets to trigger DDoS mitigation and aggregation type as 'Max'. You can add as many metrics as you like and then click "Save to dashboard".
At last, save your dashboard:
