Will Outlook still hang during install after reboot your windows and re-run the installation?
If so, as I know, there are several possible causes which may lead to Outlook hangs during install.
How did you uninstall the corrupted Outlook 2010? Remained files may cause issues like this if you did not completely uninstall the corrupted Outlook. To check if you have completely uninstall the old version Outlook, it is suggested to uninstall Office with the uninstall support tool again and see if there is any difference. Or you could manually uninstall Office with the steps in this official document: Manually uninstall Office.
Windows Update and Antivirus software may affect Office install as well. So, in order to eliminate their interference, please temporarily exit your Antivirus software and end the Windows Update(Open your Task Manager, On the Processes tab, select Windows Update Standalone Installer (wusa.exe) and then Select End task) to see if it helps.
