I would need your help on this.
Our Teams background effects is not available on persistent/individual AVD VMs.
The remote desktop client is running on Windows 10 21H1 OS version?
The Teams version is 1.5.00.14473 (64-bit). Azure Virtual Desktop Media Optimized.
All our users are affected with this issue.

Please open a support case to investigate and make sure you have the latest WebRTC stack installed in the VMs.
This needs deeper investigation and support team would be able to help on this. -

I already checked the instructions and I tried the recommended versions but it still didn’t work.
Then I upgraded the versions to the latest and still doesn’t work.
Please do you know how we can confirm if this feature has been made available in our organization.

As AlanKinane has stated you need to make sure your Remote Desktop client on your machine is at least on version 1.2.3004
If it still isn't working you'd need to raise a support ticket really. Microsoft can then confirm if there are any issues with your tenant.
