How I can connect one on permsis site with dual ISP to connect SITE to SITE VPN via Azure

Currently we have one location has dual ISP. In firewall, we set one ISP as Primary and second one as secondary for fail over .

In Azure site, how we can set up site to site VPN with two ISP while keep the failed over function on.

    I understand that Azure can support two different ISP that located two each of the site.
    But my case is we have one site that runs two ISP as fail over.

    So my question is how to connect to Azure as Site to Site VPN that has two remote IP address host in the one site that connect to Azure .
