I cannot open my custom ports which are 8801,8802,8803, i open the windows security advanced and added inbound rules for those ports and i added inbound rule ports on azure vm but the ports are not still open. Help me please.

I will start with a couple of questions to get more clarity on your setup
Are you using NSG or NVA as the azure firewall?
Any anti-virus? like kaspersky?
Does internal telnet work? like:
telnet 127.0.0.1 8801

Maybe there may be another NSG linked to subnet or nic that is blocking
Try using IP Flow in Network Watcher to find the rule information that could be causing the problem, maybe you have an nsg conflict.
In IP Flow verify, try to put any address from internet and you local IP and Port
