Editing DHCP Failover results in Access is Denied

I've recently configured DHCP failover to load balance. I'd like to change this to hot standby to reduce complexity with DHCP issues. However, when I try to reconfigure the failover option, I am met with an "Access is Denied" prompt. I have tried launching mmc as a domain administrator account and adding the DHCP snap in to no avail (this is what allowed me to authorize the new server, and configure failover initially). I'm not sure what permissions I need or where to configure them to allow me to edit what I need to.

Any help is appreciated.

    I had this issue in the GUI but got it working with PowerShell.
