Based on my test and research, I didn't find a method to restrict users from adding private accounts. But we can try the following two workarounds:
1.After the user adds the work accounts(User1@busybusiness.com and MarketingGroup@busybusiness.com), disable the access to add accounts.
2.Limit the number of accounts that a user can add in Outlook client.
If you need, please try the steps below:
For the first--disable the access to add accounts:

For the second--limit the number of accounts that a user can add in Outlook client:
1.Open Registry Editor and locate the path, if the path can't be found, please try to manually create the path and values like below:
Registry Path: HKEY_CURRENT_USER\SOFTWARE\policies\MICROSOFT\EXCHANGE
Value Name: MaxNumExchange
Value Type:REG_DWORD
Value:type the number that you want to limit
2.After step1, restart Outlook.
3.Then when adding more than this number of accounts, the following error occurs.
(Note: Serious problems can occur if you modify the registry incorrectly. Before making changes, back up the registry to restore it in case something goes wrong.)
