Error Massage 30010-45 seems not to be a common error message, I suggest you try the steps below to have a check first.
- Please refer to "Manually remove a Click-to-Run installation Office" in "Manually uninstall Office" to check whether there is residual information of previous Office on your PC and delete it.
- In addition, turn off security software (Such as Windows Defender, 3rd-party antivirus software) temporarily to avoid the installation being blocked.
- Update your Windows system to check this issue.
- Create a local administrator account to install Office.
As you said "my Office 365 premium", does it mean "Office 365 Business Premium"?
