Group Policy NTP and regional setting

Hi all,
I have some issue with NTP inside LAN of a customer.
I would that all computers and servers will have same Time, Date and Time Zone (I'm in Italy but I configure many laptop in english language).

My goal is:

  • Set sync with external NTP server (for example "0.it.pool.ntp.org", "1.it.pool.ntp.org...")
  • Set time zone as italian and users can not change it

I have already open NTP port from LAN to WAN, so firmwall can permit traffic about NTP sync.

Have anybody suggestion about this task and topic?

p.s. I have Windows Server 2016 and Windows 10 hosts.

    Some general info

    • All domain members should use NT5DS domain time.
    • Desktops and member servers sync with any domain controller.
    • Domain controllers sync with PDC emulator (one per domain)
    • PDC emulator in child domain can sync with any domain controller in parent domain.
    • PDC emulator in parent domain syncs with either a hardware clock or possibly an external source.

    I have thought about external NTP server for all hosts (computers and servers) due to all PC are laptop and many times are outside company.

    Domain members should use NT5DS domain time always when connected to domain. Trying to use external NTP for all members is not really workable.

    So domain controller will be NTP server for domain and all windows domain client "take" right time from DC.

    this is my actual Group Policy

    After that I would found a way to set time zone, so I am sure that all computer has got the same time zone. At the moment user can change it and sometimes during Windows 10 setup I don't get the right one.

    I have seen that it is possible only using regedit as value of GPO.
    Someone know other way to do it?
