Buying US Office E3 / E5 licences and use them in europe

Hello,

we have an international corporation with the headquarters of the company located in Germany. We also have a branch in the US. I was wondering, if it was possible to aquire ~500 Office 365 licences (E3, E5, Dynamics 365, PowerBI pro, etc) for the german headquarters through the US branch of our company? Note that the headquarters and the US branch have completly seperate Microsoft tenants.

Does anyone have insights on this topic or can point me in a direction?
