I would like to know the if you can see Africa Region while you are creating "Recovery Service Vault" ? Yes or No will answer my question. I do not see it in my subscription if you are able to see it then I can work on my subscription.

For that matter, any region that falls under supported region category and if you don't see it while creating recovery services vault then that can be considered as region constraint at subscription scope. To unblock this limitation, you need to work with Azure subscription management team by raising a support request.

In short - If you don't see that region in your subscription, you need enable it.
