Right Click start button links broken

Just did an in place upgrade from win 7 ultimate to win 10 pro. Most of the links on the right click start button menu do not work. These are: event viewer device manager computer management disk management command prompt task manager file explorer The other items work correctly. Also, right click on This PC or My PC and selecting computer management does not work.

    I figured out this is called the WinX menu and searching on that gives a lot of useful info including a free app to edit it since it's driven by shortcuts that are hashed and can't be edited normally.

    The problem was a corrupted shell extension from an app. I figured out which one using ShellExView, a shell extensions editor. I disabled all non-MS extensions, saw the problem fixed, and re-enabled them until I found the broken one. Reinstalling the app then allowed that extension to be re-enabled w/o breaking anything.
