Unable to delete the Azure firewall since my visual studio subscription hit the monthly limit

Hello,

I had spun up a firewall instance which used up my monthly credit eventually disabling my subscription. When I try to delete the firewall instance, I end up with the error below. 

Failed to delete the Azure Firewall 'azfw-vnet-hub-secured'. Error: Azure Firewall azfw-vnet-hub-secured failed to dereference Firewall Policy rg-fw-azure/providers/Microsoft.Network/firewallPolicies/pol-azfw-vnet-hub'>pol-azfw-vnet-hub.

I see my firewall is in failed state. I have also sent a support request to temporarily enable my subscription so as to do the clean up.

My query is whether I will be billed for this firewall instance when the next cycle of monthly credit even though the provisioning state of the firewall instance says "failed".

    Everything is in order. I didn't get charged for the orphan resources, my subscription is enabled again with full credit.
