This is another unique feature which can be done on Windows 10 Technical Preview Build 9879.

How To :

Right Click on Recycle Bin and select "Pin to Start."

Now open Start menu, locate Recycle Bin, right-click on it and choose "Pin to taskbar."

[This can be done with empty as well as full Recycle Bin both]
