Gets an object representing a BillingAgreementResource along with the instance operations that can be performed on it but with no data. You can use CreateResourceIdentifier(String, String) to create a BillingAgreementResource ResourceIdentifier from its components. MockingTo mock this method, please mock GetBillingAgreementResource(ResourceIdentifier) instead.
