Create an IncrementalHash for the algorithm specified by hashAlgorithm.

Returns
An IncrementalHash instance ready to compute the hash algorithm specified
by hashAlgorithm.
Exceptions
hashAlgorithm.Name is null, or
the empty string.
hashAlgorithm is not a known hash algorithm.
