Provides class handling for the MouseLeftButtonUp event that occurs when the user releases the left mouse button.

Remarks
If AllowsColumnReorder is true, and if the MouseLeftButtonUp event occurs after a column is dragged to a new location, the column is moved.
This implementation handles the MouseLeftButtonUp event by setting the Handled event argument to true.
