Overrides the DependencyObject implementation of OnPropertyChanged(DependencyPropertyChangedEventArgs) to also invoke any Changed handlers in response to a changing dependency property of type Freezable.

Event data that contains information about which property changed, and its old and new values.
Remarks
The event data contains information about only the Freezable itself. Any sub-property information must be obtained through the Changed handlers.
