XPath function according to the W3C specification.
This API supports the product infrastructure and is not intended to be used directly from your code.

Parameters
- s1
- String
A string, the beginning of which is compared to s2
.
- s2
- String
The string to compare to the beginning of s1
.
Returns
true
if the first argument string starts with the second argument string; otherwise, false
.
