OEMBootPowerOff Function (Compact 2013)

OEMBootPowerOff powers down or resets the device when an unrecoverable error occurs in the boot process.
This function is implemented in:
%_WINCEROOT%\Platform\<BSP Name>\ Src\Boot\Bldr\PowerOff.c
Its syntax is:
