onmsinertiastart event
Event fires once contact is removed when a move or pan has sufficient speed to continue moving. On a slow move or pan, this event might not fire.

Remarks
This event is fired once contact is removed (a finger is raised), on a movement of sufficient speed that the pointer could continue moving based on momentum. The pointer acts like an object with mass that continues moving even though the energy source (finger movement) is removed.
